Chief Minister Devendra Fadnavis Launches e-Quasi-Judicial (e-QuJ) Online System



- Cooperative Department’s Quasi-Judicial Process Now Faster and More Transparent

Mumbai, May 20: To enhance convenience for citizens associated with the cooperative sector, Chief Minister Devendra Fadnavis inaugurated the e-Quasi-Judicial (e-QuJ) online system during the Cabinet meeting today. Developed by the Cooperative Department, this system aims to make quasi-judicial processes faster, paperless, and more transparent, the Chief Minister said during the launch.

Speaking on the occasion, Chief Minister Fadnavis stated, “Maharashtra leads the nation in the cooperative movement, with over 2.25 lakh cooperative societies operating under the Maharashtra Cooperative Societies Act, 1960 and Rules, 1961. To simplify public access and improve efficiency, the government has developed the e-QuJ system as part of its e-Governance policy. The platform includes PRATYAY (Paperless Revision and Appeal in Transparent Way), which facilitates transparent and paperless reconsideration and appeal procedures. Citizens can now access all related services online from the comfort of their homes, significantly saving time for litigants, citizens, and officials alike.”

Deputy Chief Ministers Eknath Shinde and Ajit Pawar, Cooperative Minister Babasaheb Patil, Principal Secretary of the Cooperative Department Praveen Darade, and Cooperative Commissioner Deepak Taware were also present at the launch.

Key Features of the e-QuJ System:

  • Online registration for lawyers, individuals, and organizations
  • Online filing and scrutiny of cases
  • Online provision for correcting deficiencies in submitted documents
  • Email-based notices to parties regarding hearing dates and changes
  • Online access to hearing schedules and case boards
  • Submission of arguments and availability of daily case records online
  • Online communication of quasi-judicial decisions to all parties via email

Services Available in Phase I:

  • Applications for Deemed Conveyance under the Maharashtra Ownership Flats Act, 1963
  • Applications, appeals, and revisions under various sections of the Maharashtra Cooperative Societies Act, 1960
  • Complaints under the Maharashtra Money-Lending Act, 2014 against illegal money lending

In the second phase, the system will introduce online video conferencing for hearings and adopt e-post services for issuing notices, Chief Minister Fadnavis added.
