MoU Between Maharashtra Government and CEGIS for Effective Implementation of Social Sector Schemes


Mumbai, Dated 23: A war room has been established for the effective implementation of social sector schemes. To enhance its efficiency and provide technical, analytical, and strategic support for the implementation of various schemes, initiatives, and interventions in the social sector, a Memorandum of Understanding (MoU) was signed between the Government of Maharashtra, the Chief Minister’s Office, and the Centre for Effective Governance of Indian States (CEGIS) in the presence of Chief Minister Devendra Fadnavis.

At the event held at ‘Varsha’, the official residence of the Chief Minister in Mumbai, the MoU was signed by Dr. Shrikar Pardeshi, Secretary to the Chief Minister, and Karthik Muralidharan, Co-founder of CEGIS. Also present were Additional Chief Secretary to the Chief Minister Vikas Kharge, Principal Secretary Ashwini Bhide, CEO of CEGIS Dr. Vijay Pingale, Advisors Vini Mahajan and Murugan Vasudevan, and Senior Program Advisors Omkar Deshmukh and Tanvi Bramhe.



Chief Minister Devendra Fadnavis stated that a tracking system would be highly useful for effective implementation and monitoring of social sector schemes and initiatives. He emphasized integrating this system with the CM Dashboard, which would improve strategic capacity and enhance regional coordination, thereby enabling more effective and accountable public service delivery.

Under this MoU, CEGIS will work with various departments of the Maharashtra Government related to the social sector for the next five years. The organization will provide technical, analytical, and strategic support at both policy-making and implementation levels. A Decision Support System will be developed for the Chief Minister’s Office to enable data-driven decision-making within the war room.

This system will help in setting impactful goals based on national and international benchmarks, reducing data discrepancies, and improving the quality of citizen feedback through effective monitoring mechanisms.

Dr. Vijay Pingale, CEO of CEGIS, presented an overview of the institution’s work. He stated that this partnership is a significant step towards building a results-driven and accountable governance system. “We look forward to supporting the Maharashtra Government in enhancing institutional capacity, promoting data-driven decision-making, and improving service delivery,” he said.

On this occasion, Mr. Karthik Muralidharan presented a copy of his book “Accelerating India’s Development” to the Chief Minister.
